This white paper quantifies the fiscal impact of the 340B program on state employee health plans across the United States, focusing on the “spread” between discounted 340B prices paid by 340B providers and standard payer reimbursement rates received from state plans.

Using a combination of IQVIA proprietary data and public sources, we estimate both the total 340B spread revenue paid by state employee plans and the Out-Of-Pocket (OOP) overcharge paid directly by state employee plan patients at the pharmacy counter.
