Health financing and universal health coverage

High out-of-pocket costs, fragmented health financing and limited insurance coverage, hinders progress toward universal health coverage and equitable access to care.

IQVIA partners with governments and organizations to design, implement, and optimize health financing models that drive progress toward universal health coverage (UHC). Our expertise spans actuarial modelling, benefit package design, insurance scheme implementation, and digital solutions for claims and beneficiary management. We leverage data-driven insights to ensure financial sustainability, equitable access, and improved health outcomes.

Actuarial model development for National Health Insurance

We developed and installed an actuarial model for a national health insurer to review and redesign benefit packages. The project included scenario analysis, stakeholder engagement, and the delivery of a systems model to inform benefit redesign and support UHC goals.

Impact: Enabled evidence-based benefit package reform and financial sustainability for a national health insurer, supporting the government’s UHC goals and improving access to essential services.

Pan-India health insurance scheme implementation

We supported the roll-out of a nationwide health assurance scheme, providing project management, beneficiary identification, claims management, and hospital empanelment across 20+ states. The team also developed guidelines for claims adjudication, trained thousands of functionaries, and expanded the hospital network.

Impact: Over 1 million beneficiaries accessed care in the first six months, with 33 states and territories onboarded and claims worth billions approved, demonstrating rapid scale-up and improved financial protection for vulnerable populations.

Digital health financing transformation in Asia-Pacific

We provided technical support to multiple countries to digitize health insurance systems, including claims automation, data security, and the creation of beneficiary registries. The team conducted baseline assessments, identified system requirements, and led capacity-building for staff.

Impact: Accelerated adoption of digital health financing, improved claims processing, and enhanced data-driven decision-making for UHC, resulting in more efficient, transparent, and inclusive health insurance systems.

Evidence generation, analytics, and clinical research

Fragmented health data, limited surveillance capacity, and slow research translation, hinder timely, evidence-based responses to emerging health threats and policy development.

We design and implement surveillance systems, real-world evidence studies, and clinical trials, leveraging digital platforms and local expertise. Our solutions enable robust decision-making, policy development, and rapid response to emerging health threats.

Strengthening Europe’s pandemic preparedness

IQVIA partnered with Europe’s Health Emergency Preparedness and Response Authority (HERA) to harness real-world data and technology for pandemic preparedness. IQVIA helped define the datasets needed to track medical countermeasure (MCM) supply chains, shortages, and strategic dependencies across Europe. The Athina IT system brings together intelligence on pandemic threats, MCM stocks, and response capabilities, enabling coordinated action with EU Member States and agencies.

Impact: Enabled HERA to identify vulnerabilities, monitor MCM shortages, and strengthen Europe’s ability to respond rapidly and effectively to future health emergencies.

Malaria vaccine safety and effectiveness study in Africa

IQVIA led a multi-country, post-marketing safety study for a malaria vaccine, embedding research within local health systems and leveraging health demographic surveillance platforms.

Impact: Enrolled over 100,000 participants, achieved >99% home visit compliance, and delivered high-quality data for regulatory and policy decisions, supporting the safe rollout of malaria vaccines in multiple countries.

Machine learning for cardiometabolic risk in Kenya

IQVIA piloted a machine-learning algorithm study to predict blood pressure and diabetes risk using retinal images, partnering with local hospitals and providing technical training and flexible monitoring.

Impact: Demonstrated feasibility of AI-driven diagnostics in low-resource settings, built local research capacity, and provided a scalable model for future digital health innovation in Africa.

Data analysis and Real World interrogation network - Darwin EU

IQVIA is a key partner in DARWIN EU, an EMA-led initiative to create a pan-European network of real-world healthcare data sources. The project standardizes data from hospitals, registries, insurance claims, and biobanks using the OMOP common data model, enabling rapid, federated analytics for regulatory decision-making. DARWIN EU delivers high-quality evidence on the use, safety, and effectiveness of medicines, supporting non-interventional studies and expanding the European Health Data Space.

Impact: Accelerating regulatory insights from richer and more standardized datasets, enabling agency analysts to use the capabilities of real-world technologies to produce more comprehensive insights from the data. This strengthens pharmacovigilance, and improves patient access to safer, more effective medicines across Europe.

Human resources for health

Skilled health workforce shortages is a critical Global Health concern: The WHO recommends 44.5 per 10,000 people. In Africa, the average is just 2 doctors and 10 nurses/midwives per 10,000.

IQVIA strengthens health systems by building local workforce capacity, optimizing recruitment, and delivering targeted training. We conduct comprehensive HRH assessments, develop capacity-building strategies, and support workforce planning to address shortages and enhance service delivery—especially in underserved regions. Through our clinical trials work, we empower, onboard, and mentor clinical trial sites, enabling them to deliver high-quality research, raise care standards, and expand access for the communities they serve.

Polio surveillance and rapid response in Africa

IQVIA managed the recruitment, training, and deployment of field epidemiologists across 47 countries in Africa, supporting polio surveillance, outbreak response, and vaccination campaigns.

Impact: Over 1,500 sites visited per month, with significant improvements in surveillance quality and outbreak containment, contributing to polio eradication efforts and building local epidemiological capacity.

Capacity building for PMTCT data analysis in Eastern and Southern Africa

IQVIA developed and delivered a blended mentorship program for government staff to improve data quality and analytical skills for prevention of mother-to-child transmission (PMTCT) of HIV, syphilis, and hepatitis B.

Impact: Enhanced analytical capacity in multiple countries, enabling better planning and program monitoring for PMTCT, and improving outcomes for mothers and children.

Oncology clinical trial site development in Africa

IQVIA partnered with local hospitals in Kenya, South Africa, Nigeria, and Morocco to assess gaps, deliver Good Clinical Practice training, and mentor staff for oncology trial readiness.

Impact: Over 120 staff trained, critical processes established, and sites enabled to participate in global oncology studies, expanding access to innovative cancer treatments in Africa.

Digital health and technology solutions

Fragmented digital infrastructure, lack of interoperability, and limited data governance impede the effective use of digital health solutions and the realization of universal health coverage.

IQVIA accelerates digital transformation in global health through interoperable platforms, electronic medical records (EMRs), health information exchanges, and AI-driven analytics. We design and implement national digital health blueprints, support data integration, and enable real-time monitoring for improved care delivery and system resilience.

Smart Africa digital health flagship project

IQVIA co-developed a continental digital health blueprint and toolkit, including maturity assessments, operational toolkits, and technology platforms for health data interoperability across Africa.

Impact: The blueprint and toolkit are guiding national digital health strategies across Africa, accelerating the creation of interoperable health systems and supporting universal health coverage.

Ayushman Bharat Digital Mission (India)

IQVIA supported the national rollout of a digital health ecosystem, including the creation of unique health IDs, facility and professional registries, and integration of digital health records.

Impact: Over 600 million health records linked, 346,000 healthcare professionals registered, and 265,000 health facilities onboarded, transforming India’s digital health landscape and improving access to care.

Public health data strategy for national authority

IQVIA developed a comprehensive data strategy for a public health authority, including current state assessment, international benchmarking, gap analysis, and the design of a three-year implementation plan for data governance, quality, and interoperability.

Impact: Launched a national data strategy, improved data sharing, and established a foundation for digital health transformation, enabling more effective public health decision-making and system resilience.

Quantifying unmet medical need globally

IQVIA collaborated with Sanofi to develop and apply epidemiological tools that quantify unmet medical needs across diseases and geographies. This systematic approach enables stakeholders to identify priority health challenges, allocate resources efficiently, and drive concerted action in low- and middle-income countries.

Impact: Supported evidence-based decision-making for global health investments, helping to focus efforts on the most pressing health priorities and improve outcomes for underserved populations.
